Jimmy was the owner and operator of Jim and Joe’s Photo Center and owner and operator of Parkwood Cinema. He served as Spalding County Commissioner from 1977 to 1990 and was chairman in 1985.
Survivors include his wife of 52 years, Betty, and his three children, Venecia, Alicia and Michael.
A memorial service will be conducted at 4 p.m. Thursday, Oct. 22, 2009, at First Baptist Church of Griffin. The Rev. Dr. Bruce Morgan will officiate. In lieu of flowers, donations may be made to the American Lung Association or the First Baptist Church Television Ministry.

Jim was one of the finest, brightest, hardest working, kindest, generous, fairest gentlemen I've ever known. Mere superlatives cannot describe Jim. He never knew a stranger and was helpful to all.
On so many levels he was instrumental in making Griffin and Spalding County a better place to live and work.
As my first and most favorite employer, I'm grateful for all he gave me and learned from him. I quote Jim and tell stories about him on almost a daily basis.
